Phyllis Wangui Kamau is Partner, Regulatory and Policy at Thomas Louis Advocates. She is a regulatory, policy and government engagement trailblazer with over fourteen years of senior corporate experience across some of Africa’s largest blue chip companies, bringing complementary depth in regulatory and government affairs to the firm’s transactional practice.

At Visa Inc, Phyllis served as Director, Government Engagement Eastern Africa, with responsibility for fifteen markets, before being appointed Senior Director, Head of Government Business for thirty four markets. In this role she built the relationships that allowed Visa to influence policy and pursue its business objectives at the highest levels, including high level quarterly executive meetings with the Governor of the Central Bank and engagements with senior government officials in Ethiopia, Uganda and Tanzania. She also identified and led Visa’s participation in key government projects, working closely with agencies including KRA, SGR, KWS and eCitizen.

Phyllis previously served as Manager, Government Relations at Safaricom PLC, as Assistant Legal Counsel at EABL and Diageo, and as Legal Officer at Gulf African Bank. Across these roles she built a recognised expertise in policy relating to FMCG, payments and digital financial services regulation, anti money laundering and competition compliance, and stakeholder strategy across East Africa.

At Thomas Louis Advocates, Phyllis leads the firm’s regulatory and government affairs practice, advising clients on the policy and stakeholder terrain that sits alongside their transactional and compliance needs, particularly across payments, financial services and consumer facing sectors.
