Basil undertook his LL.B studies at Strathmore University Law School. He serves as an Executive Director at the Virtual Assets Chamber of Commerce, is a Pioneer Scholar at the Ethereum Foundation’s Devcon Legal Scholar Programme, and is a member of the United Nations Innovation Network’s Blockchain Working Group.
At Thomas Louis Advocates, Basil supports the firm’s advisory work on the Virtual Asset Service Providers Act 2025 and the emerging Rwanda Virtual Assets Law, 2026, helping clients navigate licensing, supervisory frameworks and cross-border virtual asset structuring across East Africa.
